In 2021, Maryland passed legislation that set up the Growing Opportunities in Family Child Care (GOFCC) program to provide targeted support for individuals to open a registered (licensed) family child care program. During this meeting, Laura Weeldreyer and Lacey Egerton from Maryland Family Network will present details about GOFCC, an implementation grant process, and how the initiative contributes an important solution to help address the child care crisis.

Dr. Harris will begin with a primer on the gaps in federal funding and the impact on Maryland’s public schools. Dr. Harris and Mr. Kane will then engage in a conversation discussing a vision for redesigning schools that moves beyond safety precautions to a system of education that makes it possible for all children to thrive.

Experts will provide an overview of the Maryland Total Cost of Care Health Model and the efforts and challenges of hospital and non-hospital systems to transition from the hospital-based All-Payer Model to Maryland’s unique model for health care financing and health delivery system reform. This Model supports public and private sector investment in community health, behavioral health, and initiatives that address disparities. We are delighted to host Special Secretary Carmel Martin, head of The Governor's Office for Children, for a conversation that focuses on young children and their families. We will discuss the opportunities and challenges facing families and the systems that are intended to support their health, development and well-being. Using the framework for a comprehensive early childhood development system that the Prenatal to Five Funders Group has adopted, the conversation will cover family economics, child care, infant and early childhood mental health, equity and inclusion, early relational health, housing, and the importance of engaging with families and caregivers in the design of system responses. We will explore the implementation of the ENOUGH Act and the Blueprint for Maryland's Future and the ways that both initiatives can work in support of young children and their families reaching their full potential. This is a virtual meeting.
The Prenatal-to-Five (PN-5) Affinity Group was created to help funders who are interested in supporting expectant parents, and children from birth through age five and their families improve their grantmaking by learning more about initiatives, educational research, and best practices.

Each year brings new opportunities for the Baltimore Community Foundation (BCF) to grow its presence and increase its positive impact in Baltimore City and Baltimore County. In 2023, after a period of significant growth at the foundation and after the intensity of the first couple of years of the COVID-19 pandemic had passed, the foundation turned its focus inward to develop and launch Inspire, its new strategic plan.
