Expanding Apprenticeships and Credentials for Youth and Young Adults in Baltimore

The Blueprint for Maryland’s Future (“the Blueprint”) set a goal of 45% of public high school graduates completing the high school level of a Registered Apprenticeship or another Industry-Recognized Credential (IRC) by the 2030-31 school year. This is often referred to as the 45% goal. Since the Blueprint’s passage, new policy guidelines from the State’s Career and Technical Committee further define that ambitious goal.  

We will start this session with some background about the distinctions between Registered Apprenticeship, Youth Apprenticeship and internships, and will discuss the CTE Committee guidelines. We will explore the ways in which Baltimore City is adapting systems and relationships towards this goal through multi-stakeholder collaboration with the CareerBound initiative at the center of this approach. Core partners, including Baltimore City Public Schools, the Mayor’s Office of Employment Development, and Baltimore’s Promise will discuss strategies, opportunities and challenges for getting more young people on a pathway from school to work.

  • Julia Baez, CEO, and Nona Carroll, Chief of Talent Ecosystem, Baltimore’s Promise
