Through the Lens of Baltimore City Schools: Early Learning, Pre-K Expansion and Mixed Delivery System Development

Recognizing that a child’s early years are the most critical period for brain development and set the foundation for lifelong learning and achievement, the Blueprint for Maryland’s Future first pillar emphasizes equitable early education opportunities that prepare all children for school and for success. 

Building on research studies that have proved the academic benefits of prekindergarten (Pre-K), the Blueprint dramatically expands full-day Pre-K access so that all children are ready to learn and be successful when they enter kindergarten. This includes universal access to prekindergarten for 3- and 4-year-old children. Further, the success of Blueprint reforms depends on having a “mixed-delivery system,” with both public schools and private care providers serving young children.
