  1. Background: South Baltimore Gateway Partnership

When slot machine gambling came to Maryland, South Baltimore residents were promised the resources to improve their communities. South Baltimore Gateway Partnership (SBGP) is fulfilling that promise. Guided by our Strategic Plan, SBGP focuses on three crucial elements of the South Baltimore Gateway Master Plan: Environmental Sustainability, Health and Wellness, and Community Development and Revitalization. SBGP has divided our work into three program areas: Community Grants, Enhanced Services, and Transformational Projects.

SBGP is a dynamic, nimble, and entrepreneurial community economic development authority working in a collection of neighborhoods in south and southwest Baltimore known as the South Baltimore Gateway Community Impact District. SBGP is a relatively young organization with a vigorous startup culture and a mandate to achieve measurable and meaningful change in the District. SBGP is funded with approximately $8 million/year in public funds – as well as additional city, state and federal grants – of which a portion is awarded as grants and the rest is contracted with vendors to improve neighborhoods.   1. Position: Operations Manager

The Operations Manager provides essential operational and administrative support for SBGP and its mission, helping ensure the rapidly growing organization operates efficiently, effectively, transparently, professionally, and ethically. The Operations Manager works closely with the Senior Operations Manager and Deputy Director for Operations. This position facilitates efficient and effective operations within administration and accounting. The Operations Manager interacts with external vendors and grantees and frequently collaborates with staff members to collect information and resolve issues.

The Operations Manager reports to the Senior Operations Manager and provides support to SBGP’s program work and staff.

Responsibilities:

Finance, Billing, and Payments

  • Manages general organizational inbox for finance, billing, and payments.
  • Coordinates, tracks, and manages the compliance and approval of payment requests from grantees and vendors and submits approved requests for processing.
  • Reviews payment requests for completeness, accuracy, budget limits, compliance with generally accepted accounting principles, and other requirements (e.g., City MBE/WBE participation).
  • Identifies delayed or interrupted payments, and works with other staff, vendors, and grantees to resolve any issues.
  • Maintains vendor files, including W-9s, payments requests, and related documentation.
  • Reconciles organizational credit card transactions, collects receipts, and coordinates payment processing.
  • Provides support for annual financial audits as needed.

Compliance and Administration

  • Reviews and updates policies and procedures and maintains compliance with the Open Meetings Act and Public Information Act.
  • Assists with reviewing, updating, and implementing policies and procedures.
  • Provides periodic logistical and administrative support to other staff.

Other Activities and Duties as Assigned

Qualifications:

  • Bachelor's degree or equivalent in work experience.
  • 3+ years of experience in operations.
  • This position requires frequent public interactions including with stakeholders, partners, business leaders, residents, neighborhood leaders, government leaders, state/local officials, etc.
  • Excellent verbal and written communication skills.
  • Demonstrated proficiency with research, planning, and evaluation.
  • Strong organizational and planning skills and attention to detail, with ability to anticipate, initiate, and advance multiple priorities and projects concurrently.
  • Demonstrated project management experience.  
  • Software proficiency including:
    • Advanced proficiency in Microsoft Word, Excel, PowerPoint and Outlook.
    • CRM Systems.
    • Accounting Software (QuickBooks).
    • DocuSign.
    • Adobe Acrobat Pro.
    • Asana.
    • Video Conferencing to conduct meetings and events via Teams, Zoom, or other video conferencing technology. 

Work Environment:

This position works primarily in an office environment. This position is eligible for hybrid work, which includes a flexible combination of work from home, meetings and site visits in the District, and office time. This position will occasionally need to attend community meetings and events, which often take place during evening and weekend hours. SBGP is a hybrid workplace with video calls substituting for many in-person meetings. However, periodic in-person meetings and site visits are still required.

Physical Requirements:

  • This role routinely uses standard office equipment such as computers, telephones, photocopiers, calculators, filing cabinets, etc.
  • This is largely a sedentary role; however, some filing is required.
  • Requires the ability to lift files, open filing cabinets and bend or stand as necessary. 
  • Advanced reading and writing skills needed to review, edit, and finalize reports and analyses.
  • Requires intermediate math skills to perform math operations including averages, percentages, formulas, etc.
  • Must be able to lift up to 10 pounds.

Travel Requirements:

Travel may be necessary, up to 10% of the time (local, regional). Would require travel by car, rail.
