Something Stinks! Enforcement for Clean Water for Maryland

What does it take for Maryland's wastewater treatment plants to comply with their permits or to compensate City homeowners whose basements have been contaminated with sewage back-ups? A recent report from the Environmental Integrity Project (EIP) documents that Maryland sewage treatment plants often violate their permits. A state proposed system of trading pollution credits might make matters worse. Blue Water Baltimore (BWB) was a third party intervenor in negotiations over a new Consent Decree between Baltimore City and the US EPA that took over a year to hammer out. What was achieved?
