Maryland Health Department Updates with Dr. Elizabeth Kromm

Wednesday, April 22, 2026, 10:00 - 11:30 AM

Maryland Philanthropy Network’s Health Funders Affinity Group is hosting public sector leaders for updates about key developments in their work with the goal of fostering collaboration and leveraging public sector funds.

Dr. Elizabeth Kromm, Maryland Department of Health Assistant Secretary Population Health & Strategic Initiatives, will share updates on both the Population Health Improvement Fund (PHIF) and the Rural Health Transformation Program (RHTP). Through Dr. Kromm and her team’s tenacity and commitment, Maryland has received a notice of award from the Centers for Medicare and Medicaid Services for $168,180,838 for the first year of the fire year term for the RHTP. Maryland is currently in discussion with The Centers for Medicare & Medicaid Services (CMS) regarding approved programs and adjusted budget details. The Population Health Improvement Fund supports statewide population health targets under the AHEAD Model and any successor models, authorizing the Maryland Health Services Cost Review Commission (HSCRC) to assess a uniform, broad-based, and reasonable amount in hospital rates to be credited to the Fund.

This hybrid meeting is for Maryland Philanthropy Network members and invited funders only.
